What this means
A member of the House of Representatives represents the people of their congressional district.
Each state is divided into districts of roughly equal population, and each district elects one representative to speak for it in the House. So a representative answers to the people of that one district, not the whole state.
This is the natural pair to the question about senators, who represent an entire state. Keeping the two straight is worth the effort.
