Members of the House serve two-year terms, while senators serve six. With the whole House up for election every two years, representatives have to answer to voters often. That keeps the House closely tied to what people currently want and lets the public change its direction quickly.
Senators, with their longer terms, were meant to be a steadier, more deliberate balance to that.
